Președintele Parlamentului European, domnul Antonio Tajani: Good morning, everybody! Thank you, President Iohannis, for being here, with us, for this very important debate with the European Parliament of the future of the European Union. During the face-to-face meeting with the President of Romania, we have spoken about the most important issues for the European Union: migration, MFF, the future of the European Union, the migration - I have underlined the importance of the Dublin Reform. I asked the Romanian President for the support for the vote given by the Council before the European elections on the Dublin reform, on the migration, also is important to work all together on MFF. I have underlined in my speech the importance of the season before the European elections. The point is that the European engagement, the Member States, the European Parliament, all together, to reduce the distance between the European citizens and the European institutions. For us, is very important to cooperate with the Member States, it is important also to cooperate with Romania during the Romanian Presidency of the European Union Council. We are paving the way for a stronger and better cooperation and I want to thank President Iohannis for this cooperation, for this engagement in favour of the European Union, in favour of a strong link between his Presidency and the European Parliament.

Bună dimineața tuturor! Vă mulțumesc, domnule Președinte Iohannis, pentru că sunteți aici, cu noi, la această dezbatere importantă a Parlamentului European despre viitorul Uniunii Europene. În timpul întâlnirii cu Președintele României, am discutat despre cele mai importante probleme cu care se confruntă Uniunea Europeană: migrația, Cadrul Financiar Multianual, viitorul Uniunii Europene și, în ceea ce privește migrația, am subliniat importanța reformei Dublin. I-am cerut Președintelui României sprijinul în ceea ce privește votul dat de Consiliul care va avea loc înaintea alegerilor europene, cu privire la reforma Dublin, la migrație, fiind totodată foarte important să colaborăm toți la elaborarea Cadrului Financiar Multianual. Am subliniat, în discursul meu, importanța perioadei dinaintea alegerilor europene. Este importantă implicarea la nivel european, a statelor membre, a Parlamentului European, a tuturor, pentru a reduce distanța care există între cetățenii europeni și instituțiile europene. Pentru noi, este foarte important să colaborăm cu statele membre. Este important, de asemenea, să cooperăm cu România pe durata exercitării Președinției Consiliului Uniunii Europene. Noi construim calea pentru o cooperare mai puternică și mai bună și vreau să îi mulțumesc Președintelui Iohannis pentru această cooperare, pentru angajamentul său în favoarea Uniunii Europene, în favoarea unei legături puternice între Președinția sa și Parlamentul European.

Președintele României, domnul Klaus Iohannis: I would like first to thank President Tajani for the invitation to participate in a debate today, very interesting debate because it was about the future of the European Union. In my opinion, the future has to be a good one, so, this was, Mr. President, a good debate. The process of reflection on the future of Europe we are going though has an essential role in generating not only ideas, but also in generating solutions and approaches.

Romania is a firm supporter of a strong European project and of a deep European integration. We appreciate and have appreciated the position of the European Parliament, which we not only respect, but we fully share.

We believe that we have to join our efforts to restore the confidence in the European project. I think that is one of the most important issues we have to deal with. Growing Euroscepticism is a bad sign for the European politicians and we have to hear that bell ringing.

Romania is going to have a very good opportunity to prove that it does not only believes in a good future of the European Union, but that it is involved, it gets involved and Romania is able to deliver, all this because Romania is going to have the Presidency of the Council of the European Union in the first half of 2019. We intend to make this a success and we intend to work for a consolidated and more efficient European Union. I underline this and other objectives we have, which we will promote during our Presidency.

For over 60 years, the European project has been a success. Together, Mr. President, we have to take care of the European project, so that it stays a success. We have to do this together, we have to get involved, we have to re-engage everybody in our project. We have to make the project of the European citizens. I think that the European Union has to work in a way so that nobody is left behind. No European state, no European citizens has to be left behind!

And the reverse is true too, the European project cannot be a success without the support of the European citizens. People expect clear and straight answers and the Romanian approach is a straight and a clear one. The European Union has to be united, the European Union has to be cohesive and inclusive. We have to create such policies to make all these happen.

One of the most challenging projects for us in Romania is the Summit that will be held in Sibiu, in Romania, on the 9th of May 2019. This Summit is extremely important for us in Romania because it will be the first Summit organised in and by Romania, but its real importance lies in what is going to be discussed during that Summit because it is dedicated to the future of the European Union and I am determined, Romania and the Romanians are determined to be part of this future, to be part of the decision-making for the EU future and I am convinced that together with all the participants at the Summit in Sibiu we will design a project that is credible, that is deliverable and that will make the European Union strong again.

Aș vrea mai întâi să-i mulțumesc Președintelui Tajani pentru invitația de a participa la această dezbatere de astăzi, o dezbatere foarte interesantă pentru că a fost vorba despre viitorul Uniunii Europene. Din punctul meu de vedere, viitorul trebuie să fie unul bun, iar această dezbatere a fost, domnule Președinte, o dezbatere bună. Procesul reflecției asupra viitorului Europei în care suntem angrenați are un rol esențial nu doar în generarea ideilor, ci și a unor soluții și abordări viitoare.

România este o susținătoare fermă a unui proiect european puternic și a unei integrări europene profunde. Am apreciat întotdeauna poziția Parlamentului European, pe care nu doar că o respectăm, dar o și împărtășim pe deplin.

Considerăm că trebuie să depunem eforturi comune pentru a restabili încrederea în proiectul european. Suntem de părere că aceasta este una dintre cele mai importante probleme cu care ne confruntăm. Euroscepticismul în creștere e un semn de rău augur pentru politicieni și trebuie să ținem cont de acest semnal de alarmă.

România va avea o ocazie foarte bună de a dovedi că nu doar crede într-un viitor mai bun al Uniunii Europene, dar și că poate să fie implicată în acest viitor, că este capabilă să răspundă acestor provocări. Asta pentru că România va deține Președinția Consiliului UE în prima jumătate a anului 2019. Ne dorim ca această președinție să fie un succes și avem de gând să depunem eforturi pentru a obține o Uniune Europeană consolidată și mai eficientă. Punem mare accent pe acest lucru, dar și pe alte obiective pe care le avem și pe care le vom promova în timpul președinției noastre.

Timp de mai bine de 60 de ani, proiectul european a fost un succes. Împreună, domnule Președinte, trebuie să avem grijă de proiectul european, astfel încât să rămână un succes. Trebuie să facem asta împreună, trebuie să ne implicăm și să inspirăm pe toată lumea să se implice în proiectul nostru. Trebuie să facem un proiect al cetățenilor europeni. Cred că Uniunea Europeană trebuie să funcționeze astfel încât nimeni să nu rămână în urmă. Niciun stat european, niciun cetățean european nu poate fi lăsat în urmă. De asemenea, și reciproca este valabilă, pentru că Uniunea Europeană nu poate fi un succes fără susținerea cetățenilor europeni. Oamenii se așteaptă la răspunsuri clare și directe.

Abordarea românească este una directă și clară. Uniunea Europeană trebuie să fie unită, Uniunea Europeană trebuie să fie coezivă și incluzivă. Trebuie să propunem politici astfel încât toate aceste lucruri să devină realitate. Unul dintre cele mai importante proiecte pentru noi în România este Summitul care va avea loc la Sibiu, în România, în 9 mai 2019. Acest Summit este foarte important pentru noi în România, pentru că va fi primul organizat în și de către România. Dar adevărata sa importanță constă în ce se va discuta la acest Summit, pentru că aceasta va fi dedicat viitorului Uniunii Europene, iar eu sunt hotărât, România și românii sunt hotărâți să fie implicați în acest viitor, să facă parte din procesul de luare a deciziilor pentru viitorul Uniunii Europene. Și sunt convins că împreună cu toți ceilalți participanți la Summitul din Sibiu vom dezvolta un proiect credibil, fezabil și care va face Uniunea Europeană puternică din nou.

Jurnalist: Questions for both Presidents. Mr. Tajani, which are the concrete expectations of the European Parliament from the upcoming Romanian EU Council Presidency? And for Mr. President Iohannis, you mentioned in your speech about the Sibiu Summit, about the European elections and also about the lack of connectivity between politicians and citizens. What will you do as a representative of Romania, the country that will hold the Presidency of the European Council, in this regard to bridge this gap? I understand your question. But today, the debate is not on this. We are defending the rule of law everywhere in Poland, in Romania. It is our engagement, it is our job to defend as European Parliament the rule of law everywhere. The Parliament is ready for a resolution and then we will decide the content of the resolution.

Domnule Tajani, care sunt așteptările concrete din partea Parlamentului European de la viitoarea Președinție română a Consiliului Uniunii Europene? Și o întrebare pentru domnul Președinte Iohannis. Ați vorbit în discursul dumneavoastră despre Summitul din Sibiu, despre alegerile europarlamentare și despre lipsa de legătură între politicieni și cetățeni. Ce veți face ca reprezentant al României, țara care va deține Președinția Consiliului Uniunii Europene, pentru identificarea unei soluții cu privire la această ruptură între politicieni și cetățeni?

Președintele Parlamentului European, domnul Antonio Tajani: The Romanian Presidency will be an important Presidency, because, as I said, for the European Parliament we need to pave the way for the European elections we will hold during the Romanian Presidency. This is very important. The second point, we, as the European Parliament, we ask the Romanian Presidency for good results on the Dublin Reform and it is also important to pave the way for a good solution on the MFF, before the European elections. That should be a very good message to the European citizens.

Pentru noi, Parlamentul European, e important să pregătim terenul pentru alegerile europarlamentare, din timpul Președinției române a Consiliului Uniunii Europene. Noi, ca Parlament European, cerem României, Președinției României, să obțină rezultate bune în reforma procesului de la Dublin și pentru Cadrul Financiar Multianual și să facă aceste lucruri înainte de alegerile europarlamentare. Consider că ar fi un semn foarte bun pentru cetățenii europeni.

Președintele României, domnul Klaus Iohannis: I believe that a lack of connection between citizens and politicians - not all citizens, not all politicians, but we observe that this gaps exists. It is one of the major problems of the European Union. So, we will have a number of files to deal with: Brexit, MFF, migration, European elections. I believe that we will have to come up – and we will come up- with clear answers and clear approaches. We need clear, understandable, logical answers. We need clear approaches and we need good communication. We do not need a lack of transparency. We do not need half-hearted answers to the major questions that the European citizens will ask us.

So, being more open, more communicative, coming up with clear answers, even if it is not necessarily the expected answer, will help to improve the connection between us, the politicians, and the Europeans.

The wrong way would be to come up with simplistic answers for complicated questions, because this is the approach exercised by some of the rather, I would say, populistic politicians worldwide. This is not something specific for Europe. Complicated issues do need complete and understandable answers. We do not need simplified, long answers for complicated issues. For instance, there is no simple answer for the problem of migration. The answer will be a complicated one, but I believe that it is possible to come up with answers that can be understood by everybody in the European Union and which will lead to public policies that make the process manageable and we will try to come up with such sustainable policies.

Cred că lipsa de conexiune dintre cetățeni și politicieni - nu toți cetățenii, nu toți politicienii, dar observăm că există această ruptură. Ea reprezintă una dintre marile probleme ale Uniunii Europene. Vom avea o serie de dosare pe care va trebui să le gestionăm: Brexit, Cadrul Financiar Multianual, migrația, alegerile europene. Cred că va trebui, și vom reuși, să găsim răspunsuri și abordări clare. Avem nevoie de răspunsuri clare, ușor de înțeles, logice. Avem nevoie de abordări clare și de comunicare bună. Nu avem nevoie de lipsă de transparență. Nu avem nevoie să răspundem cu jumătate de măsură la întrebările pe care cetățenii europeni ni le vor adresa.

Așadar, trebuie să fim mai deschiși, să comunicăm mai bine, să oferim răspunsuri clare, chiar dacă nu vor fi neapărat răspunsurile așteptate de la noi, pentru a îmbunătăți legătura dintre politicieni și cetățeni.

Calea greșită ar fi să venim cu răspunsuri simpliste la întrebări complicate, deoarece aceasta este abordarea pe care o vedem din partea unor politicieni populiști din toată lumea, nu e ceva neapărat specific Europei. Problemele complicate au nevoie de răspunsuri complete și ușor de înțeles. Nu avem nevoie de răspunsuri simpliste și prea lungi la întrebări complicate. De exemplu, nu există un răspuns simplu la problema imigrației. Răspunsul va fi unul complicat, dar eu cred că e posibil să găsim răspunsuri care să poate fi înțelese de toată lumea în Uniunea Europeană și care vor duce la politici publice, pentru un proces mai ușor de gestionat, și vom încerca să propunem astfel de politici sustenabile.

Jurnalist: This is a question for both of you. Here, in the European Parliament, Romania was subject of debate, as you know, weeks ago. Mr. Iohannis, do you consider, taking into consideration the fact that Romania will take the Presidency of the Council, that a Resolution on Romania should be avoided? Will you lobby for this or do you consider a Resolution necessary here, at the European level? Mr. Tajani, is it possible to avoid a Resolution on Romania having that debate in the European Parliament? And if you can compare the situations that you have discussed here at European level, that of Romania, of Poland, of Hungary? Are they comparable? What is the definition of the rule of law, in your opinion, Mr. President?

Aceasta este o întrebare pentru ambii Președinți. După cum știți, România a fost subiectul unei dezbateri aici, în Parlamentul European, în urmă cu câteva săptămâni. Domnule Președinte Iohannis, considerați, ținând cont de faptul că România va prelua Președinția Consiliului UE, că o rezoluție privind România ar trebui evitată? Vă veți implica în această chestiune sau considerați că o rezoluție este necesară aici, la nivel european? Domnule Tajani, este posibil să fie evitată o rezoluție privind România, în urma dezbaterii din Parlamentul European? Ați putea compara situațiile discutate aici, la nivel european, cea a României, a Poloniei, a Ungariei? Sunt ele comparabile? Care este, în opinia dumneavoastră, definiția statului de drept, domnule Președinte?

Președintele Parlamentului European, domnul Antonio Tajani: The meeting today is not a meeting about the Romanian situation, after the debate during the last session. We will vote on this during the next session. This meeting, today, with the Romanian President, is on the future of the European Union. (…) I understand your question. But today the debate is not on this. We are defending the rule of law everywhere in Poland, in Romania (…) It is our engagement, our job, to defend, as European Parliament, the rule of law everywhere. The Parliament is ready for the Resolution and we will decide the content of the Resolution.

Întâlnirea de astăzi nu este una despre situația din România, în urma dezbaterii din ultima sesiune. Pe acest subiect vom vota în cadrul următoarei sesiuni. Întâlnirea de astăzi, cu Președintele României, este despre viitorul Uniunii Europene. (...) Vă înțeleg întrebarea. Dar dezbaterea de astăzi nu este pe acest subiect. Apărăm statul de drept peste tot în Polonia, în România. (...) Suntem angajați, este datoria noastră să apărăm, ca Parlament European, domnia legii peste tot. Parlamentul este pregătit pentru o rezoluție și vom decide conținutul acestei rezoluții.

Președintele României, domnul Klaus Iohannis: The European Parliament obviously has the right to debate problems, issues and, if necessary, to come up with resolutions which have to be voted. It is their right. On the other hand, as President Tajani underlined, my appearance today before the Parliament was not linked to that debate about the rule of law in Romania. Despite that fact, I made comments on the rule of law in Romania. You give me the opportunity now to underline this once more. Romania is a functioning democracy and Romania obeys the rule of law. But, on the other hand, of course, Romania is a very lively democracy and we have approaches which some believe are not of the good kind. We have a debate around Romanian justice and I expressed my opinion on that very clear at home, in Romania. I did not want to go deeper into inner political debates of Romania, here, before, the European Parliament. Nevertheless, it is extremely unusual for the European Parliament to debate and vote a resolution on a Member State just one month ahead of the Presidency of the Council of the European Union, which will be taken over by this Member State. The decision is with the European Parliament.

Parlamentul European are, evident, dreptul să dezbată problemele și, dacă e nevoie, să vină cu o rezoluție pe care să o voteze, este dreptul acestei instituții. Pe de altă parte, după cum a subliniat și președintele Tajani, prezența mea astăzi în fața sesiunii plenare nu a avut legătură cu dezbaterea referitoare la statul de drept din România. În ciuda acestui lucru, am făcut comentarii pe marginea acestui subiect și îmi oferiți acum ocazia să subliniez ce cred, încă o dată. România este o democrație funcțională și România respectă statul de drept, dar, pe de altă parte, România este o democrație foarte vie și există abordări pe care unii le consideră greșite. Avem o dezbatere în jurul justiției din România și eu mi-am exprimat opinia cu privire la această dezbatere, foarte clar, în România. Nu am vrut să intru mai departe în dedesubturile dezbaterii politice din România aici, în fața Parlamentului European. Cu toate acestea, este extrem de neobișnuit ca Parlamentul European să dezbată și să voteze o rezoluție cu privire la un stat membru cu doar o lună înainte de Președinția Consiliului Uniunii Europene, președinție care va fi preluată de acest stat membru vizat de rezoluție. Decizia aparține Parlamentului European.

Jurnalist: My question is for President Iohannis. In his speech today, President Juncker asked for national consensus on the rule of law and fight against corruption in Romania until we take over the Presidency, so practically in the next couple of months. To what extend do you think this can be accomplished and how?

Întrebarea mea este pentru Președintele Iohannis. În discursul său de astăzi, Președintele Juncker a lansat un apel la consens național cu privire la statul de drept și lupta anticorupție în România și să se întâmple acest lucru înainte de preluarea președinției, așadar în următoarele luni. Când de fezabil credeți că este acest lucru și cum se poate obține?

Președintele României, domnul Klaus Iohannis: I, for my part, I am absolutely not ready, not for any objective in the world, to lower my standards regarding rule of law and justice in Romania. Rule of law has to stay rule of law, justice has to stay independence and democracy in Romania untouched. This is my stance no matter what. On the other hand, it is obvious that everybody in Romania understands the importance of a successful presidency of the Council of the European Union. I am ready, seems the government is ready to have as work together for the Presidency. And we will do and it will be a successful presidency but that will not mean, at all, that I will lower my standards regarding rule of law, independence of justice so we will have a continuous lively debate in Romania on this issues, but the Presidency, on the other hand, will be a decent, a successful one and on those terms, we will cooperate.

În ceea ce mă privește nu sunt pregătit pentru nimic în lume să îmi cobor standardele în ceea ce privește statul de drept și justiția din România. Statul de drept trebuie să rămână stat de drept. Justiția trebuie să rămână independentă. Iar democrația din România nu poate fi atacată sub nicio formă. Este poziția mea orice s-ar întâmpla. Pe de altă parte, este evident că toată lumea din România înțelege importanța unei președinții de succes a Consiliului Uniunii Europene. Eu sunt pregătit și se pare că și guvernul este pregătit să lucrăm, să colaborăm în vederea președinției, și va fi una de succes. Dar acest lucru nu înseamnă absolut deloc că eu voi avea standarde mai scăzute în ceea ce privește statul de drept sau independența justiției. Vom avea în continuare o dezbatere aprinsă în România pe această temă, dar Președinția, pe de altă parte, va fi una decentă, una de succes și, în acest context, vom avea o cooperare instituțională.
